Legal and Internal Control Division

Functions of the Legal and Internal Control Division:
1. Make monitoring on the implementation of the specific provisions of city’s socio-economic goals and the mayor’s action plan within the framework of the approved procedures, provide information to director of the Department, and make recommendations on intensifying activities that are not being implemented sufficiently.
2. Develop project designs for the initiatives implemented at the department level, monitor the progress of construction and installation works, and ensure that the client’s oversight is being carried out effectively in accordance with the internal control procedures and approved guidelines and plans, provide guidance and recommendations to address any identified discrepancies or deficiencies, and keep the director of the Department informed.
3. Ensure operations of the Department comply with relevant laws and regulations, and provide recommendations, conclusions and guidance to rectify identified violations.
4. Organize measures to prevent any potential risks related to the department’s activities and keep the director of the Department informed.
5. Develop internal regulation and procedure, review the legal basis of the orders by director of the Department, contracts, and legal documents related to the department’s activities, and provide guidance and recommendations.
6. Represent the department in relevant legal and judicial bodies based on the authorization granted by director of the Department.
7. Monitor and manage architect’s contracts and make records.
8. Provide legal advice to employees of the Department regarding their duties and responsibilities.
9. Review the contract completion protocols and provide legal advice on issues that arise during the implementation of the contracted works.
10. Monitor the performance of contracts made by the department with the mayor and other authorized officials.
11. Provide professional and methodological advice to the management on addressing and preventing any discrepancies identified during the internal audit.
12. Organize and supervise exams to assess the legal knowledge and professional competence of all employees, evaluate the results, and report the findings to the management.
13. Carry out the tasks assigned by the orders of director of the department, including working groups, commissions, and appointed duties.
14. Other duties as required.
