Construction Ordering Division

Main functions of the Construction Ordering Division:
1. In accordance with the Construction Law, the Client’s Regulations to implement the client’s technical monitoring on execution of construction projects, engineering infrastructure, and major renovation works within the department scope, and other relevant laws at a professional level.
2. Receive the contracts and other relevant documents signed between the client and the selected contractors for construction works, engineering infrastructure, and major renovation projects, make monitoring on them in compliance with the Law on Procurement of Goods, Works and Services with State and Local Property, the Order No 415 issued by Ministry of Finance on Budget Investment Planning, Financing, Monitoring, and Reporting Procedure, as well as the approved design drawings and budget estimates, if necessary return them to the client.
3. Collaborate with the Design and Budgeting Division on projects under turnkey contracts, and accept the design and budget documents that meet the required standards.
4. Provide professional and methodological guidance, advice, and review for the technical documentation, work performance, and financial documents related to construction and major renovation works, monitor and confirm their compliances.
5. Collaborate with the contractors in construction activities to plan and implement measures ensuring compliance with relevant norms and regulations, including health, sanitation, and occupational safety conditions.
6. Monitor and verify the progress of construction work and financing in accordance with the contract signed with the contractor, ensuring compliance with applicable laws, regulations, and standards at each stage of the work.
7. Assess any changes that occurred during the performance of the work, and, if necessary, make suggestions for revisions to the budget draft or budget adjustments.

8. Establish architect monitoring contracts for construction projects with design drawings and ensure that the design is followed, and conduct inspections, and make independent laboratory analysis, verify the quality, safety, and technical specifications of materials, structures, and components.
9. Register the actual outcome and performance of the construction work, including coordinates and network routes, to the Urban Planning and Cadastral Information Unit of the Capital City’s Urban Development Department.
10. In case of errors or mistakes made in the construction design drawings or construction work, make request to the Capital City’s Professional Inspection Agency for a conclusion and conduct an inspection on the design and budget.
11. In cases where the contractor deviates from approved, drawings, technological regimes or technical conditions, or performs work with poor quality, then resolve the identified issues, make technical adjustments, and demand the contractor to redo the work at their own expense. If necessary, initiate compensation claims and contract termination processes with the relevant authorities.
12. Organize the activities of the commission for commissioning construction and engineering infrastructure works in collaboration with the contractor, and hand over the completed building to the users.
13. Maintain a database of the documentation for evaluation committees established by the orders (including the delegated orders, appointment memos, approval letters, meeting minutes, and recommendations) of the director of the Department, and ensure the proper archiving of these documents.
14. Register completed buildings as property of the Capital city and ensure proper archival submission as a completed facility.
15. Perform technical inspections during the quality guaranteed period of the construction works, address any discrepancies or deficiencies that arise.
16. Other duties as required.
